Në datë 23 tetor 2012 u mbajt ceremonia e hapjes së programit të doktoratës “Studime ndërkombëtare për familjen dhe komunitetin” në ambjentet e hotel Sheraton, Tiranë. Ky program ofrohet në rajonin e Ballkanit nga Universiteti Clemson në partneritet me Universitetin Barleti.

E mbështetur nga Ambasada Amerikane, ceremonia organizohej nga Universiteti Clemson dhe Universiteti Barleti. Mes pjesëmarrësve ishte Shkëlqesia e tij Ambasadori i ShBA-ve në Shqipëri Z. Alexander Arvizu, i cili mbajti fjalën kryesore të këtij eventi. Ai theksoi rëndësinë e programit dhe kapacitetin e tij për të garantuar sfidë intelektuale dhe transformim politikash në rajonin e Ballkanit.

Pjesëmarrës ishin gjithashtu Ministri i Shëndetësisë i Kosovës Z. Ferid Agani, Zëvendës Ministria e Arsimit dhe Shkencës Znj. Nora Malaj, deputetë të parlamentit të Shqipërisë, Z. Fatos Behja, Z. Edmond Spaho, Znj. Eglantina Gjermeni. Drejtori i Institutit për Familjen dhe Jetën në Komunitet pranë Universitetit Clemson (IFNL) Z. Jim McDonell, ishte gjithashtu pjesëmarrës përkrah drejtuesve dhe përfaqësuesve të universiteteve publike dhe private në vend, përfaqësuesve të shoqërisë civile, drejtuesve, profesorëve dhe studentëve të Universitetit Barleti.

Zëvendës Ministria e Arsimit dhe Shkencës Znj. Nora Malaj e cila vlerësoi këtë program si një mundësi drejt arsimit cilësor në Shqipëri, u ndal në rolin pozitiv që ka luajtur Ministria në këtë proces. Ajo theksoi se ky program është një iniciativë pionere e cila do të influencojë në plan afatgjatë politikat sociale dhe praktikën në fushën e zhvillimit të familjes dhe komunitetit.

Profesor James R. McDonell falënderoi të gjithë pjesëmarrësit dhe u ndal në vlerat që ky program mbart, veccanërisht duke mësuar studentët të vlerësojnë në mënyrë kritike vlerat e demokracisë, përgjegjësinë për zhvillimin e komunitetit, mbrojtjen dhe advokimin e të drejtave të njeriut si rrugët kryesore dhe më të rëndësishme për zhvillimin e shoqërisë.

On 23 October, 2012, the official launch of a new social scientific doctoral Program “International family and community studies” was held at the Sheraton Hotel Tirana. This Program is being offered in the Balkans region by Clemson University, South Carolina, USA in partnership with Barleti University.

Supported by the American Embassy in Tirana, the ceremony was organized jointly by Clemson University and Barleti University. Participants included the United States Ambassador to Albania, the Honorable Alexander Arvizu, who gave the keynote address. He emphasised the seminal nature of the program and its capacity to provide both intellectual challenge and policy direction in the Balkans.

Also participating were the Minister of Health of the Republic of Kosovo, Prof. Dr. Ferid Agani, the Vice Minister of Education and Science of the Republic of Albania, Mrs. Nora Malaj, and members of parliament, Mr. Edmond Spaho, Mrs. Eglantina Gjermeni, Mr. Fatos Behja. The Director of the Institute for Family and Neighborhood Life (INFL) at Clemson University, Prof. Dr. Jim McDonell, was present for the ceremony as were heads and representatives of both public and private universities in Albania, representatives of NGOs and civil society along with directors, professors and students from Barleti University.

The Deputy Minister of Education and Science cited the program as an opportunity to advance high-quality education in Albania, and explained the positive role that the ministry had played in this process. She also stressed that it is a pioneering initiative which will influence long term policy and practice in the field of family and community development. Professor Jim McDonell thanked all the participants and reiterated the program strengths noting particularly that students learn to critically assess the values of democracy, responsibility for community development, human rights protection and advocacy as the main ways toward society development.
