Open Lecture: "Challenges of environmental policies in the context of European Integration"
On Thursday, 09/05/2013 Institute of Research and Development "Barleti" in collaboration with University "Barleti" organized an open lecture on "Challenges of environmental policies in the context of European Integration".
The honor guest for this lecture was Dr.Michael Flanagan, an international expert in water field During the first part Dr.Flanagan explained directives of the European Parliament and of the Council of 23 October 2000.He emphasized the legal framework for community action in the field of water policy, and its relationship with other European directives on water as:
• Drinking Water Directive (98/83/EC), dated 3 November 1998
• Water Treatment Directive and the Urban Waste (91/271/EEC), dated May 21, 1991
• Principles of Full Cost Recovery by COM (20000) 477

In the second part, he was focused on water reserves in Albania, the law "On the integrated management of water resources", and implementation problem, emphasizing the financial costs associated with it. According to Dr.Flanagan full implementation in practice, only the Water Framework Directive, is estimated to require five years and will cost around 5.4 MEUR immediate investment costs and 524,000 EUR / year current cost, which will be achieved and complete the requirements of the Directive.
Full implementation of the Directive in practice only for treatment of urban wastewater is estimated that it would take around 20 years.
During the lecture were raised many questions but the question that we will highlight was related to the process of water problems and its purification. At the end Dr.Flanagan regards the staff and expressed interest in further cooperation
